Abstract

The problem of quantifying public goods (PGs), and measuring efficiency of organization providing PG it is one of the most complex question of public choice theory. Unfortunately, there is no  common methodology of research in that area, and universal methods of quantification and valuation of public goods do not exist. Therefore, the main objective of this article is to develop a universal methodology for measuring the quality and quantity of public goods, as well as the efficiency of organization responsible for their provision in different sectors of the economy. The article is, however, not only methodological discussion. Authors have attempted to apply the developed methodology to investigate the process of providing public goods in the education sector in Poland, choosing as a case study Wielkopolska region.
