The increase in prices and a stable market for agricultural products, resulted in the use of increasingly higher doses of mineral fertilizers, including nitrogen. The main source of nitrogen, besides the said mineral fertilizers are animal droppings as manure, liquid manure and slurry. Council Directive 91/676 / EEC called the Nitrates Directive, concerning the protection of waters against pollution caused by nitrates from agricultural sources indicates that excessive use of this element constitutes a serious risk to the environment. The areas where this phenomenon occurs in greatest concentration called Nitrate Vulnerable Zones (NVZ). The main aim of this article is to analyze the specifics of the new activities associated with investments in holdings located in the NVZ, on the background of the EU legal solutions.
