BARRIERS IDENTIFICATION IN PROCESSES OF EUROPEAN INNOVATIVE PROJECTS EVALUATION

The aim of this paper is to identify and discuss significant barriers that exist in projects appraisal and diffusion of innovations processes arising from reasons of formal and substantive European innovative projects evaluation. The scope of consideration has been limited to ex-ante, i.e. on the application forms for funding research and development projects planned for implementation in Poland. On the basis of empirical studies, it has been demonstrated that the imperfections of the evaluation process can lead to negative assessments of valuable projects. The article presents the results of scientific investigations stemming from the analysis of literature and empirical data gathered in the available program documents and collected as a result of non-participatory observation of the EU projects evaluation processes.
