SELECTED PROBLEMS IN CONDUCTING NON-AGRICULTURAL BUSINESS ACTIVITY

The article contains a presentation of data pertaining to the problem of starting non-agricultural business, which encounters many limitations, both economic and social ones. The survey showed that for years bureaucracy has remained a major barrier to starting own business. By facilitating business activity and lifting certain administrative barriers, entrepreneurs who operate in areas characterized by very difficult market conditions should be supported. The non-agricultural businesses started in rural areas are mainly funded from own financial resources and commercial bank loans. To a much lower extent, earmarked subsidies were used for this purpose, as they require one to devote extremely much time and funds. Moreover, a new business activity is often burdened by additional legal, organizational and financial requirements, a situation which does not favour applying for the funds allocated to the support of economic activity in rural areas.
