Abstract

The aim of the article is to emphasize the importance of maintaining the balance of legal provisions of law and executive provisions, as well as the necessity to avoid creating legal norms mutually exclusive or out of focus. The law should respond to the needs and expectations of the public, it should be flexible to be able to serve as an efficient tool in the hands of public administration authorities.
